Change the contact point that has the same longitudinal position as the main gear (but is on the centerline, so it's lateral position is 0.00) to have a lateral position of 0.0001. Find the one whose lateral position is 0.00 (the lateral position of the main gear will be something positive and something negative with the absolute value of these numbers being the same since they are the same distance from the centerline). Find the wheel that is at the same longitudinal location as the main gear (the first number after the comma in the row point.X-1, - where X is a contact point, 1 = wheel, then there is a comma). Go to the section of the aircraft.cfg file. This is easily fixed by moving the belly wheel a fraction of a foot. The problem is that the tug cannot figure out where to push - the "belly wheel" is confusing it.
